Documentation of Supplemental Outreach Initiatives 4/01/07-4/01/08

WKMS-FM Station manager and/or station representative(s) met with prospective employees during career fairs, August 21, 2007, October 5, 2007 and March 5, 2008 at Murray State University.

We continue to operate a news internship recruiting and training Murray State University students, undergraduate and graduate students, without prior broadcasting experience.  The students acquire news reporting, research, writing, and digital editing skills.  In the last year these students have produced reports that have won Awards of Excellence from the Kentucky Associated Press, including one who joined our staff in this year.  Furthermore, one of these student interns has recruited other University students in an ongoing series of features highlighting student writers of original poetry.

We continue to offer broadcast training to any volunteers who wish to become involved in the station.  Usually we offer several hours of board training for potential air-talent, then offer them board work during the weekend.  We also train volunteer commentators, should they wish to produce their own air product in WKMS studios.   In the past year one of these on-air volunteers has advanced to a paid position on the board on weekends, and a volunteer jazz commentator has expanded his service to the station, contributing to its jazz programming hours from time to time.

WKMS staff makes school visits upon invitation.  The Promotion/Development Director has represented WKMS and public radio at elementary school programs in the last year.

WKMS maintains an open door for students who wish to job shadow from the local school systems.  We have enjoyed new relationships from these monthly day-long employment modeling visits.  During their days at WKMS these students typically do jobs in all areas of the broadcast unit.   In the last year we have not been contacted by any interested students regarding this opportunity.

WKMS-FM continues a relationship with the office of Ethnic and Minority student affairs for the production of Soulflight, which became a one hour program in the last year.  Those who produce this program receive broadcast training and work with the WKMS program director when necessary.

WKMS MODEL EEO PROGRAM (updated 4-01-07)

I. General Policy:

As a unit of its licensee, Murray State University, (Equal education and employment opportunities M/F/D, AA employer), WKMS follows its policies regarding employment searches, as mandated by federal law.

WKMS conducts a full recruitment campaign for each full time job vacancy and provides a notice of every full-time vacancy to any organization that requests it. WKMS will afford equal employment opportunity in all personnel actions without regard to race, color, religion, national origin, or sex. WKMS has adopted an EEO program, which is designed to fully use the skills of qualified persons.


The full-time personnel at WKMS include: accounts specialist; program director/production coordinator; station manager; news director; promotion/development director; membership coordinator, operations/jazz/web director; broadcast computer technician and chief engineer. Part-time positions include: classical music producer; underwriting representative; jazz producer; voice talent; and board operators.

II. Responsibility for Implementation:

The station manager, Kate Lochte, kate.lochte@murraystate.edu, 270-809-4745, is responsible for the implementation of the WKMS Model EEO Program. She coordinates the station's activities with the Murray State University Office of Equal Employment Opportunity and the Murray State University Office of Human Resources and follows their published procedures for filling vacancies, including "Permission to Hire; Position Advertisement; Authorization to Interview; and Employment Summary."

III. Policy Dissemination:

In addition to being placed on the Murray State University website, www.murraystate.edu, and wkms.org, all position notices are also sent to the national Job Line of the Corporation for Public Broadcasting accessible at CPB.org. In addition, WKMS places position advertisements in local and regional newspapers. Jobs at Murray State, including any positions vacant at WKMS, are also posted at the station's bulletin board. Part-time student positions are also listed through the web service of Murray State's career placement office. Additional outreach is accomplished by advertising jobs on the Historically Black Colleges and Universitities website and by sending search announcements to HCBU public radio stations.

Each advertisement lists the position's requirements, duties and materials necessary for application, including a notice that discrimination is prohibited and that persons who believe that they have been discriminated against may notify appropriate governmental agencies. Upon hire, each employee undergoes orientation with the Murray State University Department of Human Resources, including a probationary period during which expectations are stipulated and performance is monitored.

We convey our EEO policy primarily via the WKMS website, wkms.org.

IV. Recruitment:

WKMS maintains a continuing dialogue with other universities in the Commonwealth of Kentucky regarding any vacancies in its full-time staff through the Kentucky Public Radio News Exchange and other communications.

In compliance with the third prong of FCC EEO rules, WKMS participates in at least four job fairs every two years through representation by station management personnel who have substantial responsibility for hiring decisions.

WKMS provides its management level personnel training as to methods of ensuring equal employment opportunity and preventing discrimination by complying with the University's EEO office's requirement for a first meeting with its staff for rules refresher. During each search conducted by the station, at least two WKMS staff members are involved with community and academic volunteers and a representative of the EEO office charges the committee with the applicable procedures and requirements.

WKMS also offers volunteers from the community hands-on training in radio operations, programming production, and other facets of broadcasting in a regular recruitment effort as openings occur. WKMS trains volunteer commentators how to use studio equipment to produce their air content.

WKMS maintains a student news intern program open to any student, not for academic credit, but for wage. At minimum, WKMS has two students working as news interns each academic semester. WKMS trains student workers in all aspects of broadcast operations, including back office work.

WKMS also participates with the Murray State University Office of Minority and Ethnic Student Affairs in the production of a weekly 3 hour program, "Soulflight," that involves Marvin Mills Scholarship students in broadcast production, and training, according to their abilities.
