Kentucky’s junior U.S. Senator Rand Paul says Republicans can win in heavily Democratic states like California by appealing to a more diverse group of voters and people who don't always agree. Paul told a crowd at the Ronald Reagan Presidential Library in California that the GOP is consistently losing on the West Coast and in New England and there's a need for what he calls a bigger, more inclusive party. Paul says Republicans should not dilute their message but need to court Hispanics and African-Americans and appeal to voters on issues like the environment and education where Democrats have held advantages in the past. The potential 2016 presidential candidate says the party can be big enough that it connects with people who don't agree on every issue.
