Smithland, KY – The Ohio River is above flood stage and is projected to rise. Livingston County Emergency Management Director David Koon says the river was at 43 feet this morning, and rising quickly. Koon expects levels to top out around 47 feet. That's the same amount as in March, when water threatened parts of Smithland and Ledbetter. Cairo, Illinois, and Grand Chaim Dam are at moderate flood stage. The National Weather Service projects the water at Cairo will crest at 50.3 feet in the next few weeks. Cairo officials plan to close the first stage flood gate at 50 feet.
