The federal government says Kentucky's proposal to overhaul its Medicaid program is complete, and the 30-day period for public comments will now begin.
Kentucky was one of 32 states that expanded its Medicaid program under the federal Affordable Care Act, resulting in more than 400,000 people receiving health insurance.
Republican Gov. Matt Bevin says the program is too expensive. He wants to change it so those 400,000 people have to pay monthly premiums and must either have a job or volunteer for a charity to remain eligible for health benefits.
U.S. Department of Health and Human Services spokeswoman Marjorie Connolly said acknowledging Kentucky's application is the first step in the review process.
Bevin has said if the federal government rejects his application, he would repeal the expanded Medicaid program.
