Low-Income Heating Assistance Begins Crisis Program Applications Next Week

Crisis funding will be available next week to aid Purchase residents with high heating bills.

West Kentucky Allied Services administers the  Low Income Home Energy Assistance Program or LIHEAP. 

State and federal dollars fund the project in the eight Purchase Area counties.

WKAS Assistant Director Tony Dowdy says this time last year LIHEAP had to end the crisis component early due to extremely cold temperatures. He’s hopeful this year of emergency funding if the same thing happens. 

“If we expend our funds very fast, the Cabinet for Health and Family Services who we contract with the Community Action of Kentucky, if they have additional monies sometimes we can get contingency funds to continue operating, but last year, when we ran out of money, there were no contingency funds," said Dowdy. "They had all been used.”

Dowdy says the program has $160,000 of its $591,000 allocation to use over the crisis period until March 31, but that's only if no cuts are in the works. 

“Usually we have funds that last from the first part of January to the end of March," said Dowdy. "Last year with the cuts that we received we were only able to assist through the second week in February and I look for that to happen again this year because they’re not talking about any raise in allocations.”

The crisis program runs from January 13th to March 31st, 2015 or until funds have been depleted. 

To be eligible, applicants must meet the 130% of the poverty income guidelines. A household is considered to be in a home heating crisis situation when:

  1. The household is within four days of running out of fuel (propane, kerosene or week)
  2. The household has received a past due/or disconnect notice on their natural gas or electric bill
  3. The household's home heating costs are included as an undesignated portion of the rent, they must have an eviction notice due to non-payment.

Applicants must bring: 

  1. Social Security cards for everyone in the household.
  2. Proof of all income for every member in the household.
  3. An eviction notice if heating costs are included as an undesignated portion of the rent.
  4. A disconnect/past due or termination notice if electric or natural gas is the heating source.
  5. Must provide a metered utility bill to prove household residency
  6. Proof of the last propane delivery to aid in determining if a household will be without fuel within 4 days of application or a statement from propane dealer to that affect.
