McCracken County’s Future Bright Despite Messy Audit

McCracken County’s new Judge Executive Bob Leeper is beginning his term working to clean up a messy audit. Kentucky’s State Auditor found several discrepancies among the county’s financial report, including lack of receipts for credit card payments, overpayment of employees, mishandling of budget surpluses, and general sloppiness.

Judge Executive Bob Leeper says the fiscal court will move forward despite the unfortunate report.

“We’re bound by some of the precedence and some of these actions taken before. That’s one reason why I want to start off with a clean slate to make sure we address these,” Leeper said. “Auditors are going to find discrepancies. Auditors are going to find procedures they don’t approve of. If you don’t learn from those, you’ve made a mistake.”

Leeper is working with the county attorney to make corrections and prepare for a meeting with the auditor’s office.

“My job as the incoming judge executive and I believe our commissioners are onboard with that is to learn from any suggestions the auditor made in this report and move on to a better day,” Leeper said.

Leeper said the county’s future is bright despite the messy audit, noting the earmarked funds for cleanup of the Paducah Gaseous Diffusion Plant and future retrofits to the Tennessee Valley Authority’s Shawnee Steam Plant.

Former Judge Executive Van Newberry has been unavailable for comment.
