Western Kentucky – Kentucky State Representative Melvin Henley voted "No" on House Bill 2, which if passed would allow Kentucky's horse tracks to operate video lottery terminals. He says he acted in the interest of his constituents, and he doesn't believe it will pass the Senate.
"The majority of the constituents in Calloway and Trigg counties were against it, so I voted their feelings. Senate President Williams has been telling everybody who will listen for weeks that it wasn't going to be passed in the Senate. They're dug in, and I think the House has dug in, and I'm not sure what we'll come out of here with."
The Kentucky House passed the bill Friday, 52-45.
