Frankfort, KY – A proposal calling for an independent review of Kentucky's economic incentives programs passed the state House yesterday. Democratic House Speaker Pro Tem Larry Clark proposed the measure which aims to assure the state is getting sufficient returns on its investments. A majority of Kentucky's programs aimed at luring new businesses are performance-based tax incentives, meaning a company must meet certain job and wage requirements. The proposal seeks a review that would chart the amount of state money invested and tax revenue forgone and compare it to the results.
