People from around the region regularly line up outside the one dispensary in Metropolis, Illinois, but out-of-staters still risk criminal penalties if they use or possess the drug back home, whether they bought it legally, or not.

Kentucky adults would be able to use, possess and grow small amounts of cannabis under a pair of bills proposed for the upcoming legislative session.

The legislation removes cannabis from the list of federally controlled substances and expunges low-level convictions and arrests. But the GOP Senate is not expected to take up the bill.
