Cyrus Vance Jr. announced the new policy on Wednesday and appeared virtually in court to seek the dismissal of more than 5,000 prostitution-related cases dating back to the 1970s.

At a Thursday press conference, Mayor Bill de Blasio announced a series of public health measures aimed at re-starting New York City's cultural life and theatrical industry.

The president said it would be "tough" to meet the May 1 deadline agreed to by the Trump administration. "The withdrawal must be completed by the first of May," a Taliban spokesman told NPR.

Speaker Carl Heastie said he has authorized a committee to look into sexual misconduct allegations, including one that Cuomo groped a staff member. Cuomo has denied the accusation.

Two former aides to Cuomo have come forward with complaints of sexual harassment during their time in his administration. The investigation's findings will be disclosed in a public report.

The director of the Florida Department of Health in Orange County said the women disguised themselves with bonnets, gloves and glasses. It is not known how they managed to get their first doses.

"I feel like healing is coming," New York critical care nurse Sandra Lindsay said after receiving her shot. "I hope this marks the beginning to the end of a very painful time in our history."

City personnel will hand out free masks. "Our goal, of course, is to give everyone a free face mask and get them to wear it," the mayor said. "We don't want to fine people."

After being delayed in July, reopening is set for Sept. 30, with capacity of only 25%. Patrons must wear masks except while seated and provide information for contact tracing.

"You don't want to wear a mask — fine," New York Gov. Andrew Cuomo says. "But you don't have a right to then go into that store if that store owner doesn't want you to."
