The Supreme Court handed down a major decision on states' rights today in a case involving gambling on American Indian reservations. The court ruled 5 to 4 that Congress does not have the authority to interfere with states' immunity from lawsuits. The dissenting justices said the decision could have implications for an enormous range of federal laws. NPR's Nina Totenberg reports.
