NPR's Richard Harris reports that four companies accused of failing to protect poeple with hemophilia from the AIDS virus are proposing a plan to settle pending lawsuits. The plan would pay $600 million to thousands of people who were infected with the AIDS virus by infected clotting factor. But it's unclear whether enough of them will agree to the plan.
