NPR's Mike Shuster reports from Geneva, Switzerland, that there are only 48 hours left in negotiations on a treaty to ban all nuclear tests. The nations of the world...particularly the five nuclear powers...are still deeply divided over important issues such as how to verify the treaty and how to make it legally binding on all nations.
