NPR'S Ted Clark reports that the Saudi refusal to allow U.S. intelligence officials to interrogate the four men allegedly responsible for the November truck bombing in Riyadh and their refusal to move the perimeter at the Khobar towers illustrates the difficulties that arise when concern for the safety of Americans clashes with concerns for maintaining good relations between the U.S. and the host country.
