NPR's Barbara Bradley reports...as part of the move to reform congress..some senators are looking at reforming the use of "holds". A hold is a parliamentary manuever that allows any senator to delay...sometimes kill a bill anonymously. Some senators think such holds should be stripped of their anonymity.
