Ted Clark reports from Washington that though the new Congressional bill mandating sanctions against those doing business with Libya and Iran was passed overhelmingly and will be signed by President Clinton, there are many aspects of the bill that trouble the White House and some in Congress. The fact is, this effort to legislate punitive damages to citizens of third party states in a dispute is one sure to be opposed by our allies.
