Claudio Sanchez Reports On Possible Problems With President Clinton's

proposed system of tax breaks and tax credits aimed at reducing college tuition. Critics say the plan would not help the neediest students from the poorest families. They say the six-billion dollars earmarked for the President's plan would be better spent if it went directly towards Pell Grants, and other need-based programs.
