Tom Gjelten Reports On The Way The Helms-Burton Act

has influenced U.S. policy toward Cuba, since it was enacted last March. The law imposes penalties on foreign companies that do business in Cuba, and that has caused friction with U.S. trading partners, especially those in Europe.
