NPR's Eric Weiner reports from Jerusalem that though it has been obvious for weeks that an Israeli pullout of troops from Hebron would occur, the final signing of an agreement by Prime Minister Netanyahu and Yasser Arafat early today still came as a shock to die-hard settlers who feel the deal was a betrayal by the Prime Minister they helped elect.
