NPR's Joanne Silberner reports that President Clinton's proposed budget for Medicare relies mainly on reducing payments to hospitals and other health-care providers. And his proposal for Medicaid would place a cap on spending by the federal government. Republicans were receptive to the size of the President's cuts, but they were displeased with many of the budget's details.
