NPR's Andy Bowers reports from Moscow on the latest flap between Russia the the North Atlantic Treaty Organization, NATO. The Kremlin is upset about a tour of several former Soviet republics by the NATO Secretary General, Javier Solana (HAH'-vee-yay soh-LAHN'-ah). A spokesman said the tour is anti-Moscow. NATO and Solana say it isn't.
