NPR's Michael Goldfarb reports that the Netherlands' government has issued new guidelines concerning euthanasia, but still has not legalized a procedure that has wide acceptance among the Dutch. Although euthanasia is allowed under certain conditions, many doctors still fear prosecution and want the government to clarify the issue.
