The head of a House committee that is investigating the Democratic National Committee's fundraising practices said yesterday that he is expanding his probe to include charges that the Chinese government tried to gain influence with the Clinton administration by engineering foreign campaign contributions. The White House denies both this allegation and a new press report that the administration altered its policy toward Guam after the DNC received almost a million dollars from residents of the U.S. territory.
