Frankfort, KY – Governor Steve Beshear is scheduled to deliver his state of the commonwealth address to a joint session of the legislature tonight. Beshear spokeswoman Kerri Richardson says the governor will be succinct and to the point in a speech that will last about 30 minutes. Richardson declined to say what the governor would include in the speech. The speech is being delivered on the second day of the 2010 legislative session in which lawmakers will have to deal with a looming budget crisis.
