Frankfort, KY – A proposed state constitutional amendment seeking to restore the voting rights of certain felons has won approval from the Kentucky House. The proposal would remove the requirement for the governor's approval before a person's right to vote is restored. It would not apply to people convicted of "intentional" murder, rape, sodomy or sexual contact with a minor. Other felons would regain voting rights after completing their sentences. To reach the ballot, the proposal must be approved by the Senate. Similar proposals have passed the House in recent years but stalled in the Senate.
