Paducah, KY – US District Judge Thomas Russell has delayed setting a hearing for Heath High School Shooter Michael Carneal, while he reviews a motion filed by Assistant Kentucky Attorney General Ken Riggs. That motion would suspend further proceedings until the US Supreme Court rules in a similar case. The Paducah Sun reports Russell last week ruled 26-year-old Carneal is entitled to a hearing to determine if his mental illness prevented him from appealing. Carneal pleaded guilty but mentally ill in the 1997 shooting that claimed three victims and wounded five.
