Frankfort,KY – Kentucky House leaders have developed a counter budget offer for consideration by Senate leaders. House leaders briefed Governor Beshear on the plan this (Wednesday) morning. House speaker Greg Stumbo says it cuts the amount of debt for projects roughly in half, compared to the original house plan. It also removes the postponement of a net operating loss deduction for Kentucky businesses. The modified House budget still calls on the governor to accelerate sales tax collection for one time money. The original House budget cut two instructional days from the school calendar. Stumbo says this latest offer includes the two days with some stipulations.
"We pay for one in the first year and the district pays for one in the first year and in the second year the districts would be required to pay for both of them, but remember we'll be reviewing this come January and hopefully if things are better at that time we can always change it at that time like we did last January."
Stumbo says House members may still be asked to consider charter school' legislation. He maintains it would be difficult to pass with just two days remaining. Lawmakers return to Frankfort next week.
