Frankfort, KY – Kentucky Governor Steve Beshear says House and Senate leaders appear to be making progress in trying to agree on a new state budget before an approaching deadline. Beshear tells reporters it's his understanding that top legislators are continuing private talks. He urges them to reach an accord, saying voters would be extremely disappointed if lawmakers end their 60-day session without a new spending plan that would take effect July 1. The General Assembly reconvenes Wednesday for a two-day wrap-up session. The key sticking point in the budget impasse has been a House proposal for hundreds of millions in construction projects to try to spur job growth. The Senate worries the projects would pile on too much extra debt in uncertain economic times.
