Clarksville, TN – Despite a city-budgeted $50,000 promotional campaign, Clarksville, Tennessee's Census mail return rate is down over its year 2000 level. The Clarksville Leaf Chronicle reports 69% of the city's households have sent back the Census forms: some 3% less than a decade ago. Montgomery County's rate hovers at 71% and the state of Tennessee as a whole has improved its rate by 5%, with 74% returned so far. Door-to-door canvassing is set to begin May 1.
