Chicago, IL – Illinois Governor Pat Quinn is optimistic the state could soon have a budget. It doesn't mention any threat for education cuts, but does require state workers to take additional days off without pay. Quinn says a cigarette tax increase would provide revenue for education. The budget doesn't contain the income tax Quinn wanted. It also eliminates language about borrowing $3.7 billion to make payments to government pension systems. State officials must decide where that money will come from in January. The Senate has passed the budget. It awaits House action.
