Tennessee – The Tennessee Senate passed a proposal that would fine motorists driving at least 25 miles per hour over the speed limit as much as $500. But it's likely the "super speeder" bill won't pass after failing to make it through a House panel. The move to add penalties comes amid declining ticket citations issued by the Tennessee Highway Patrol. From 2004 to 2008, the number of tickets issued to "super speeders" dropped by more than 60 percent.
