A bulletin issued in May from the Office of Research and Education Accountability shows a nearly 40 percent drop between 1998 and 2008. The state also reports, the number of crashes, fatal and non-fatal, involving drivers ages 15 to 24 has dropped nearly 20 percent in the last five years. Ten years ago, Tennessee introduced a graduated driver's license law to ease teens into the responsibilities of driving and to limit the amount of unsupervised driving. Director of the state's Offices of Research and Educational Accountability, Phillip Doss, says there is no one specific reason for the drop in crashes. He hopes the decline continues.
