Lexington, KY – The Kentucky Horse Racing Commission (KHRC) has passed regulations that would allow patrons to bet on historic races, also known as instant racing. Wagers can be placed horse races previously run in the United States that did not have scratches, disqualifications, or dead-heat finishes. Governor Steve Beshear applauds the move, but says instant racing "is not a cure-all" to boost Kentucky's horse racing industry. In this year's legislative session, a bill that would have allowed instant racing failed to pass the Kentucky Senate. Critics say it's a form of expanded gaming. KHRC officials plan to file the new regulations with Legislative Research Commission for further review.
