Washington, D. C. – A report from the Tax Foundation finds Tennessee has the highest combined state and local sales tax rate. The national analyst group puts Tennessee's combined tax rate at 9.4 percent. The report says 34 states allow local sales taxes in addition to state taxes. Illinois ranked 8th on the list. Kentucky does not allow local sales taxes. It ranked 33rd on the list.
