Clarksville, TN – Tennessee Ethics Commission documents show Clarksville City Councilman Marc Harris was fined over $12,000 for failing to file a statement of disclosure two years in a row. Tennessee state law requires public officials to file a statement at the beginning of each year, listing interests like income sources, outstanding loans and any lobbyist activity. The disclosures' design is to uncover any possible conflicts of interests. Harris is running for re-election this year. He tells the Clarksville Leaf Chronicle he works for Fort Campbell and has no conflicts of interest; he was simply unaware of the rule.
