Frankfort, KY – Horse industry supporters in Kentucky who want video lottery terminals at state race tracks say they might consider proposing a constitutional amendment on the issue. The fate of expanded gambling at race tracks was put in question after Republicans gained ground in the state Senate and industry-backed candidates lost. Senate President David Williams says if the Democratic-controlled House approved a proposed constitutional amendment, the Republican Senate might consider it. Executive director of the Kentucky Thoroughbred Association David Switzer says the horse industry's "game plan" could be an amendment.
