Illinois – Despite Illinois lawmakers' efforts to soak up the state's pool of red ink, Governor Pat Quinn has been discussing borrowing billions of dollars. The Chicago Tribune reports, the governor has floated a plan of borrowing up to $15 billion to pay down the state's deficit. Quinn budget spokeswoman Kelly Kraft says he continues considering various options for dealing with the deficit, including a 1 percent income tax increase.
