Frankfort, KY – A bill filed by Kentucky House Speaker Greg Stumbo would make it illegal to smoke in a car containing children. Stumbo says there should be a law to protect children from the negative effects of second-hand smoke. Opponents say the bill isn't needed. Representative David Floyd of Bardstown claims the law would lead to government intrusion in every single aspect of citizen's lives. Stumbo's legislation proposes to fine violators $25 for a first offense and $50 for each subsequent infraction.
