Clarksville Mayor Wants Further Legal Opinion on Power Board

By Angela Hatton

Clarksville, TN – Clarksville Mayor Kim McMillan wants a supplemental opinion from the state Attorney General on the local Power Board's hiring of former Mayor Johnny Piper. The Attorney General last week found that Piper's hiring was not a conflict of interest and did not violate state law. McMillan is now concerned the city charter and code is in conflict with the state law. The board currently elects members based on city code, but the Attorney General ruled that in Piper's case, state law trumped local rules. The mayor wants the Attorney General's office to decide which measure should be the governing authority for the board. If the Attorney General rules in favor of state law, the numbers of board members would be reduced, and a mayoral appointee would also sit on the board.
