Clarksville mayor seeks AG opinion on Power Board makeup

By Todd Hatton/Clarksville Leaf Chronicle

Clarksville, TN – A recent Tennessee attorney general's opinion backing the legality of hiring former Clarksville Mayor Johnny Piper as superintendent of the municipal power board may have raised new problems for the city. The Clarksville Leaf-Chronicle reports that the board's own composition is at odds with the state law used to justify the hire. Mayor Kim McMillan Monday requested a follow-up opinion from the attorney general. City code sets up the power board as a seven-member body appointed by the mayor. The state Municipal Electric Plant law also requires one member of the board to be a member of the city council, a component Clarksville lacks.
