Clarksville, TN – Clarksville Mayor Kim McMillan's first proposed budget does not include any tax hikes. The budget calls for a $6 million dollar spending increase from last year. This is projected to be covered by a $9 million dollar revenue growth based in part on a larger tax base combined with a state stipend increase based on population growth. The Clarksville Leaf-Chronicle reports the city is budgeting a surplus for the first time in years which will be transferred to the city's reserve fund.
