Frankfort, KY – State officials are struggling with the right of homeless Kentuckians to vote. The problem surfaced Tuesday during a Frankfort meeting of the state legislative interim joint committee on state government. Currently, Secretary of State Elaine Walker says voters who don't have a permanent address or incomplete information are assigned the precinct which includes the county clerk's office.
"We just wanted to make sure it is not an arbitrary decision well I'm going to pack them in x precinct or that precinct and so that simply takes that arbitrary nature out."
Realistically, Walker said very few homeless individuals register to vote. She quoted one local election official who, during an entire career, registered eight homeless people. However, Boone County Clerk Kenny Brown told lawmakers such a practice opens the system up to voter fraud.
