Hopkins County, KY – Law enforcement officials throughout Kentucky say they're finding it difficult to enforce the state's new texting law. The Madisonville Messenger reports the Hopkins County Sherriff's department has yet to issue a single citation for the texting law since it became effective in January. Only 168 citations have been issued statewide. Officials say it is difficult to prove a driver is texting, even after a traffic stop. Drivers can also claim to be searching their phones for information or selecting a song. Those particular activities are legal.
