Murray, KY – Tennessee Governor Bill Haslam says he's still weighing the pros and cons of school vouchers, and plans to announce his position on the measure toward the end of the year. The Republican governor told members of Nashville's Rotary Club Monday he understands the motivations for creating school vouchers for children in failing schools. But he's also taking into account opposition by school districts in the state's four largest cities. He also questions whether private schools would pick up the balance of tuition not covered by vouchers. Haslam says he's concerned the introduction of vouchers may confuse an education system which has seen sweeping changes in the last two years.
