NPR's Barbara Bradley reports today, a federal appeals court released the final report of Independent Counsel Robert Ray on the firings of White House travel office employees in 1993. As Ray had announced in a preliminary report, he finds that Hillary Rodham Clinton gave investigators factually inaccurate statements as to her involvement with the firings. But he also says she may not have known they were false because she may not have known the influence she had with officials who made the firing decision.

A special congressional committee today released its long-awaited report on intelligence failures prior to the terrorist attacks of Sept. 11. The committee faulted the FBI, the CIA and other governmental agencies for organizational problems that kept them from detecting the terrorist plot, according to the report. The bipartisan committee issued 19 recommendations for improving the nation's intelligence services, but did not single out individuals for blame. NPR's Larry Abramson reports.
