NPR's Tom Gjelten reports that President Clinton and Congress are gearing up for a showdown over the administration's decision to certify Mexico as fully cooperating in the drug war. A number of lawmakers have vowed to overturn the certification. Some observers say this fight proves that the annual certification process is not worth the diplomatic and political trouble it causes.

The presidential inaugural committee has expanded its effort to sell official inaugural merchandise by authorizing sales on the QVC cable shopping channel. But the committee is restricting sales in Washington by telling sellers they must offer only official merchandise or face possible prosecution. NPR's Kathleen Schalch has a report.
