Owensboro may have turned over records requested by the town's newspaper, but officials say they still plan to appeal the case. Mayor Ron Payne tells the Messenger-Inquirer that local officials believe police departments shouldn't have to release documents that they consider internal. At issue are two internal investigations the Owensboro Police Department opened last year against former police spokeswoman Marian Cosgrove. The investigations are into Cosgrove’s involvement in an accident in a city-owned car, and whether she drove while intoxicated. Both investigations ended when she resigned from her position last year. Newspaper editor Matt Francis commended the decision to release the records, but says the city has wasted time and tax dollars by not releasing them sooner.
