The House Committee on Elections, Constitutional Amendments and Intergovernmental Affairs has passed legislation that would let Kentuckians decide whether to amend the state Constitution to restore some felons' voting rights. The perennial bill by Democratic Representative Jesse Crenshaw cleared the panel Tuesday.
Under the proposal, most felons would be eligible to vote after serving their sentences or completing probation or parole. It wouldn’t apply to those convicted of treason, intentional killing or child sex crimes. If the measure were to get through Legislature, it would then be placed on the ballot for voters to ratify or reject.
